DEO Pune starts the process of taking back 16 properties
The Defence Estates Office (DEO) in Pune Circle announced on Wednesday that it has started the process of taking back 16 properties within its area.
Rajendra Jagtap, who became the defense estates officer in January, stated in a press release that the DEO’s office hasn’t found any instances of land sales where Old Grant Bungalows (OGBs) in Pune cantonment are located. They have asked the Department of Registration and Stamps to stay vigilant regarding such transactions. Pune Circle’s DEO manages 202 OGBs and sites in Pune Cantonment and 48 in Kirkee Cantonment. These properties are regulated by the Governer Generals Orders (GGO) 179 of 1836, various land policies, and administrative instructions from the Minister of Defence (MoD).
The release emphasized that the government can reclaim OGBs if needed by the Army or if serious violations of grant terms occur. The decision rests with the government based on each case’s merits. During sale transactions, only the superstructure’s value is assessed by the state government’s registration office, not the land itself. Building plans are approved only when requested by the recorded Holder of Occupancy Rights (HOR). If a sale happens before this and is reported by the registrar, construction is halted, as seen in one case by the Pune cantonment board.
Builders haven’t sought permission for multi-storied complexes in OGBs. Sanctions are granted based on a floor space index of 0.5 for OGBs managed by the DEO. It’s emphasized that the DEO and Pune Cantonment Board are actively safeguarding government interests in OGBs and taking necessary actions.
